U.S. Reports Marginal Progress in Iran Talks Amid Nuclear and Maritime Friction

Secretary of State Marco Rubio announced on May 22 that there has been "slight progress" in indirect negotiations with Iran during a NATO summit in Sweden. While acknowledging a "little bit of movement" facilitated by Pakistani mediators, Rubio emphasized that significant gaps remain regarding Iran’s uranium enrichment and security in the Strait of Hormuz. Concurrently, reports indicate Iranian Supreme Leader Ali Khamenei has hardened Tehran's position by directing that the country's near-weapons-grade uranium stockpile must not be sent abroad, a move that directly opposes a core U.S. demand. Tensions in the Strait of Hormuz have entered a new phase as the U.S. rejected an Iranian-linked proposal to implement a "tolling system" or fee structure for commercial vessels. Rubio labeled the idea "unacceptable" and warned that the U.S. is prepared with a "Plan B" should Iran attempt to monetize the chokepoint. On the military front, U.S. Central Command confirmed it has redirected 97 vessels and disabled four others since mid-April as part of a maritime blockade targeting Iran-linked shipping. Additionally, the Trump administration issued new sanctions against nine individuals associated with Hezbollah, including Iran’s designated ambassador to Lebanon, as part of continued regional pressure.
